WELFARE LIENS

Through the work of the No More Slumlords campaign, community leaders learned that Connecticut was one of two states that practiced welfare liens. The state requires welfare recipients to pay the state back for benefits received from Temporary Family Assistance, SAGA Cash, and State Supplement.

The state places a lien on the recipient’s assets and demands repayment when the person 1) sells or refinances a home, 2) receives a legal settlement (for example, for personal injury), 3) receives any inheritance, or 4) dies and attempts to leave any inheritance to heirs.

In 2019 GHIAA began organizing around this policy and, in March of 2021, secured legislative victory for thousands of Connecticut residents.
